Environmental Study

In compliance with the National Environmental Policy Act (NEPA), TxDOT completed an Environmental Assessment for the  MoPac corridor from Cesar Chavez Street to Parmer Lane in August 2012.The study began in July 2010 with the consideration of a full range of reasonable alternatives for improving mobility in the corridor. Following a series of public meetings the project team developed the MoPac Improvement Project's official Need and Purpose and identified five alternatives that met the "Need and Purpose".

The team then held two more public meetings and evaluated each of the five alternatives based on criteria including public input, effects on the environment, historic properties and neighborhoods, implementation ability, right of way impacts and displacements. That analysis led the team to recommend the alternative to "add one Express Lane in Each Direction". The Express Lane alternative would require no property acquisition and would include the construction of sound walls. In addition, a "No Build" scenario is still an alternative. Two open houses were held in March 2012 to update the public on the various elements of the project including the Express Lane Concept, Planned Sound Wall locations, and Bicycle and Pedestrian Enhancements.

On April 12, 2012 the Federal Highway Administration gave preliminary approval to the Draft Environmental Assessment for the Project and issued a Satisfactory for Further Processing notice. A public hearing was held on May 23, 2012. The purpose of the public hearing was to give the public the opportunity to comment on the Draft Environmental Assessment. Following the public comment period a Final Environmental Assessment was submitted to the Federal Highway Administration and a finding of no significant impact was issued on August 23, 2012.
